Summary

The CRTC issued Telecom Order 2026-59 approving final implementation reports from three broadband funding recipients under the Broadband Fund program. Northwestel Inc. received approval for two completed projects (funding decisions 2020-258 and 2020-260), and TELUS Mobility for one completed project (funding decision 2021-255). The Commission confirmed projects are complete and broadband services are operational.

What changed

The CRTC approved final implementation reports submitted by Northwestel Inc. (2 projects) and TELUS Mobility (1 project) under the Broadband Fund. The Commission determined that recipients demonstrated project completion and service availability using funded infrastructure. Recipients must file holdback reports by December 2026 (Northwestel) and June 2026 (TELUS) after completing one year of network operation. Holdback fund disbursement remains contingent on satisfactory demonstration of ongoing network compliance.

Recipients with outstanding holdback funds should prepare and submit project holdback reports by the specified due dates. Funds will only be released upon demonstrating one year of compliant network operation. This is a routine administrative approval with no action required from other regulated entities.

Broadband Fund payment order – Approval of final implementation reports – March 2026

  1. The Commission approves the final implementation reports submitted by the following broadband funding recipients as set out below. The Commission considers that the recipients have demonstrated that the projects are complete and that broadband services are being offered using the funded infrastructure. As set out in the relevant funding decisions, each recipient must file a project holdback report by the due dates set out below. Holdback funds will be released only once the recipient has demonstrated to the Commission’s satisfaction that the recipient has been operating the network for one year in accordance with the conditions set out in its funding decision and described in its approved statement of work. Failure to comply with these conditions and requirements could result in holdback funds being delayed or not being disbursed.
