Summary

The CRTC has revoked the broadcasting licence of Rogers Communications Canada Inc. for its terrestrial broadcasting distribution undertaking serving Langford, Sooke, and part of Saanich, British Columbia. The revocation was requested by Rogers, which confirmed eligibility for exemption under the order for undertakings serving fewer than 20,000 subscribers. The operator must continue to comply with the criteria in Broadcasting Order 2017-320.

What changed

The CRTC has revoked the broadcasting distribution licence held by Rogers Communications Canada Inc. for the Langford, Sooke, and part of Saanich, British Columbia service area pursuant to paragraph 9(1)(f) of the Broadcasting Act. This revocation was initiated at the licensee's request after confirming eligibility for exemption under the smaller broadcaster exemption order (Broadcasting Order 2017-320). The revocation effectively removes Rogers from direct CRTC licensing oversight for this service area while requiring continued compliance with exemption criteria.

Telecommunications carriers and broadcasting distributors operating or considering similar small-scale distribution services should note this precedent for licence surrender when subscriber thresholds are met. Operators must maintain ongoing compliance with exemption order requirements and be prepared for potential audit or review by the CRTC to verify continued eligibility for exempt status.

What to do next

  1. Ensure compliance with the exemption order criteria in Broadcasting Order 2017-320
  2. Update regulatory filings to reflect licence revocation status
  3. Maintain subscriber count below 20,000 threshold to retain exemption eligibility
