SHEARS Enrollment Reporting Changes for Schools
Summary
The Texas Department of Licensing and Regulation has updated enrollment and hours reporting procedures in the SHEARS system for cosmetology and barbering schools. Schools must now enroll and report Class A Barber and Cosmetology Operator students who enrolled after July 1, 2024 under one permit, with the core permit removed from the system. Other course types continue to report as before. Schools should note an IT display issue affecting some screens that does not impact actual student hours or exam eligibility.
What changed
TDLR has modified how schools report student enrollment and hours in SHEARS. Schools enrolling Class A Barber and Cosmetology Operator students after July 1, 2024 must enroll and report all hours under one permit, with the core permit option removed from the system. Other course types continue reporting as before. Schools should be aware of an IT issue causing incorrect total hours display on drop and show student hours screens; the list students screen displays correctly, and no student hours are actually missing from TDLR records.\n\nSchools must update their enrollment and reporting processes to follow the new single-permit procedure for affected student categories. The IT display discrepancy does not affect exam eligibility. Schools may attend live SHEARS training sessions to learn about the changes and system use.

Thank you for sharing your suggestions and providing valuable feedback regarding the SHEARS updates. We appreciate your patience and understanding while the student enrollment and hours reporting processes were updated.
- We have updated how enrollment and reporting of hours will be handled: Schools will enroll students and report all hours for Class A Barber and Cosmetology Operator students who enrolled after 7/1/24 under one permit.
- We have removed the core permit from SHEARS.
- All other course types will enroll students and continue to report hours as they have in the past. Our IT Team is aware that there is an issue regarding the total hours being displayed for students in SHEARS in the drop and the show student hours screens. The list students screen does appear to be accurately displaying a student’s total hours. The IT team is working to resolve these issues.
Meanwhile, please be assured that the student’s total hours as reported by the school are still in our system; no hours are missing. The discrepancy seen on some screens in SHEARS does not affect the student’s hours that we have on file and does not negatively affect any student’s exam eligibility.
More Live Sessions Available!
Please check your SHEARS login page for links to new dates and times for Live Sessions. (Look for the “Book Now” button.) During these Live Sessions, you can ask questions and learn more about SHEARS or compliance during a live Teams videoconference. If no dates are currently available, please continue to check back. We’ll add new sessions each month. Please only sign up for one session so other schools have the opportunity to participate in a live session.
