Oregon HB4120 Restricts Apartment Smoking, Effective January 2027
Oregon enacted HB4120, allowing residential landlords of multifamily housing to restrict or prohibit smoking on premises with 180 days' written notice to existing tenants. The bill applies to both new and existing rental agreements. The legislation passed both chambers with strong support before receiving gubernatorial signature and takes effect January 1, 2027.
SB1533 Oregon Foster Children's Rights Modifications
Oregon Governor signed SB1533 into law on March 31, 2026, modifying the Oregon Foster Children's Bill of Rights and Oregon Foster Children's Sibling Bill of Rights. The Act requires the Department of Human Services to notify parents and guardians that DHS representatives cannot provide legal advice. It also creates an exception to abuse-of-a-child-in-care provisions when the suspected abuser is the child's parent.

SB1571 Tobacco and Nicotine Product Regulations
Oregon enacted SB1571 (Chapter 94, 2026 Laws), signed by the Governor on March 31, 2026, effective June 5, 2026. The Act redefines tobacco products and adds a definition of nicotine, including inhalant delivery systems. It repeals the existing criminal prohibition on tobacco/nicotine sales to persons under 21 and replaces it with a civil prohibition enforced by the Oregon Health Authority with civil penalties. The Act also prohibits providing inhalant delivery systems or tobacco products without compensation and mandates that all sales occur in person at licensed premises.
Oregon SB1576 Housing Accessibility Standards Effective June 5
Oregon enacted SB1576 requiring the Department of Consumer and Business Services to adopt rules conforming the state building code to accessibility requirements under the Fair Housing Act and American National Standards Institute standards for housing. The Housing and Community Services Department is prohibited from funding new rental housing that is a subsidized development unless it meets specified accessibility standards. The law takes effect on June 5, 2026.
SB1587 Restricts Data Brokers for Immigration Enforcement
Oregon enacted SB1587 prohibiting public bodies from disclosing personally identifiable information to data brokers unless the broker attests in writing that the data will not be sold or transferred to any entity for federal immigration enforcement purposes. The law takes effect June 5, 2026, and includes exceptions for disclosures required under public records law, court orders, or data already available to the general public. Data brokers receiving PII from Oregon public bodies must provide compliance attestations.
SB1590 - Public Lands Privatization Prohibition
Oregon enacted SB1590 prohibiting state public bodies from assisting the federal government with the privatization or sale of certain federally owned lands. The emergency legislation took effect immediately upon passage and gubernatorial signature on March 31, 2026. The law includes a sunset provision expiring January 2, 2032.
Immigration Enforcement Consultation Requirements

Oregon SB1598 Health Services Access and Coverage Requirements
Oregon Governor signed SB1598 into law on March 31, 2026, creating new obligations for certain health benefit plans to cover preventive health services per federal rules as of June 30, 2025, and all immunizations recommended by the state Public Health Officer. The legislation authorizes the Public Health Officer or designated physicians to issue standing orders for prescriptions to control, prevent, mitigate or treat infectious or noninfectious diseases or other significant public health concerns, and declares an emergency effective immediately upon passage.
