HB3056 - Dog Import Age Limit
Summary
Illinois House Bill 3056 amends the Animal Welfare Act to prohibit licensed persons from importing dogs under 8 weeks of age into the state. The bill also requires licensees to inquire about a dog's age prior to import. The legislation was sponsored by Rep. Curtis Tarver and passed the House with unanimous committee support.
What changed
The bill adds a new prohibition under the Illinois Animal Welfare Act preventing any licensee from importing a dog into Illinois if the licensee knows or has reason to know the dog is under 8 weeks old. Additionally, licensees are required to inquire about a dog's age before importing it into the state.
Affected parties include licensed dog breeders, pet importers, and commercial dog dealers operating in Illinois. These entities must now implement age verification procedures for all dog imports and may face enforcement action for violations. The requirement adds a compliance obligation for entities involved in interstate or international dog commerce targeting Illinois.
What to do next
- Licensed dog importers should verify age documentation before importing any dog into Illinois
- Update import procedures to include age verification for all incoming dogs
