Our industry is going through much change with the conversion to model-based design and growing reliance on artificial intelligence. One of the areas that NCBELS is focusing on is the placement of electronic seals and signatures in Building Information Models (BIM). Over the past two years we have met with stakeholders regarding the current usage and sealing of 3-D models. We found that the current practice still appears to be to convert the necessary information from the 3-D model to a 2-D format prior to the placement of seals. The Board plans to continue these conversations with a goal of streamlining this process. We are also looking for ways to increase the security

Certifying Preliminary Subdivision Plans

Most, if not all, municipalities and counties in North Carolina have adopted ordinances regulating the subdivision of land. Typically these ordinances require several stages of review by the planning department, and may include the submission of a sketch plan, a preliminary plan (sometimes referred to as a "preliminary plat"), and a final plat, with the ordinance specifying the information required to appear on each submission. Final subdivision plats must be recorded and, therefore, must be prepared and certified by a Professional Land Surveyor. Andrew Ritter, Executive Director of the North Carolina Board of Examiners for Engineers and Surveyors, has been awarded the NCEES Meritorious Service Award for his dedicated service to NCEES and the engineering and surveying professions. Ritter was recognized on August 21, 2025, during the organization's 104th annual meeting in New Orleans, Louisiana. Ritter has served the North Carolina Board for 28 years, demonstrating leadership through service as a member of the NCEES Advisory Committee on Council Activities, the Committee on Finances, the Committee on Member Board Administrators, the Evaluation of Applications Task Force, the Financial Reserves Task Force, and the Licensure Qualifications Oversight Group.
