What changed

The Board has proposed comprehensive amendments to OAR administrative rules governing psychologist licensure, including updates to terminology and application representations, examination failure thresholds, residency contract requirements, investigation procedures, and fee refund policies. Additionally, the Board has outlined implementation timelines for SB 1547 (2026), which will create new licensed behavioral health and wellness practitioner categories through a rules advisory committee process beginning March-April 2026.

Psychologists and psychologist associates seeking Oregon licensure should monitor this rulemaking and submit comments by 4/22/26. Applicants with multiple examination failures or those in residency programs should track how these amendments may affect their licensure pathway. The planned SB 1547 implementation in 2027 will expand the Board's regulatory scope to include new behavioral health practitioner categories.
