SSA Comment Request on Information Collection Revision
Summary
The Social Security Administration (SSA) is requesting public comments on a revision to an existing OMB-approved information collection, Form SSA-1693, Fee Agreement for Representation. The revision aims to update the burden estimate and Privacy Act Statement. Comments are due by December 24, 2025.
What changed
The Social Security Administration (SSA) has published a notice requesting public comments on a revision to the OMB-approved information collection, Form SSA-1693, Fee Agreement for Representation before the Social Security Administration (OMB Control Number 0960-0810). This revision includes updating the agency's burden estimate and the Privacy Act Statement to comply with current legal requirements. The SSA is seeking feedback on the accuracy of the burden estimate, the utility of the information, and methods to minimize respondent burden.
Regulated entities, specifically representatives who assist claimants and seek fees, are encouraged to submit comments by December 24, 2025. Comments can be submitted via mail, email, fax, or through the regulations.gov portal. The SSA emphasizes that while written agreements on representative's stationary are accepted, using the standardized Form SSA-1693 or its electronic version (e1693) is encouraged to potentially reduce review delays. This is a consultation period, and no immediate compliance actions are mandated beyond submitting comments.
What to do next
- Review the SSA's proposed revisions to Form SSA-1693 and associated burden estimates.
- Submit comments regarding the information collection's accuracy, utility, and burden minimization by December 24, 2025.
- Consider using Form SSA-1693 or e1693 for fee agreement submissions to potentially streamline processing.

Fee Agreement for Representation before the Social Security Administration—0960-0810. The Social Security Act requires individuals
who represent a claimant before the agency and want to receive a fee for their services to obtain SSA's authorization of the
fee. One way to obtain the authorization is to submit the fee agreement to the agency either in writing or through using Form
SSA-1693, Fee Agreement for Representation before the Social Security Administration. Since representatives currently use
fee agreements which vary in length, content, and complexity, submission of a free-form fee agreement may cause delays in
SSA's review time. SSA encourages respondents to use Form SSA-1693 to submit the information either using the paper form or
the electronically submittable e1693 through SSA's website. SSA uses the information from the SSA-1693 to review the request
and authorize any fee to representatives who seek to charge and collect a fee from a claimant. The respondents are the representatives
who help claimants through the application process, and the claimants who they represent.
Note:
We are revising the burden for this information collection, and updating the Privacy Act Statement to comply with current
legal requirements.
Type of Request: Revision of an OMB-approved information collection.
