- April 01 2026 The Bureau of Land Management (BLM) and Montana Department of Environmental Quality (DEQ) will be hosting a series of public meetings for a proposed 647-mile, 36-inch buried pipeline to transport about 550,000 barrels of crude oil daily from the Canadian border in Phillips County, Montana, to an existing terminal near Guernsey, Wyoming.
The BLM and Montana DEQ will host one virtual and three in-person public meetings to provide information about the project. Only written comments will be accepted by the agencies at the public meetings.
BLM and Montana DEQ will co-host the following public meetings:
