Summary

The Idaho Public Utilities Commission has vacated comment deadlines and suspended discovery for Rocky Mountain Power's 2026 Inter-Jurisdictional Cost Allocation Protocol. This action follows a motion by Rocky Mountain Power and a lack of objection from Commission Staff and intervenors.

What changed

The Idaho Public Utilities Commission (PUC) issued Order No. 36968 on March 17, 2026, vacating all previously set comment deadlines and suspending all discovery response deadlines related to Rocky Mountain Power's application for approval of its 2026 Inter-Jurisdictional Cost Allocation Protocol (Case No. PAC-E-25-14). This decision grants the Company's motion to vacate the procedural schedule and suspend discovery, which was filed on February 20, 2026, and met with no opposition from intervenors Idaho Irrigation Pumpers Association, Inc. and P4 Production, L.L.C. (Bayer).

This order significantly alters the procedural timeline for the protocol approval. Regulated entities and interested parties will need to await further notice regarding new comment deadlines and the resumption of discovery. While discovery is suspended, parties are reminded to comply with general filing and service rules, including electronic filing and service where possible, with exceptions for voluminous discovery documents. The suspension implies a potential delay in the approval process for the 2026 Protocol, which is intended to replace the current protocol expiring December 31, 2025.

What to do next

  1. Monitor for further orders regarding new comment deadlines and discovery resumption.
  2. Comply with general filing and service rules as outlined in Order No. 35375 and Rule 14.02.
