Summary

Ofgem published guidance requiring heat network operators and suppliers to notify the regulator of material changes affecting their registration. Operators must report transfers of responsibility, network removals, fuel or technology changes, and organisational changes. Changes are reported via email to heatnetworkregulations@ofgem.gov.uk. Operators may update certain non-material information directly in the digital service.

What changed

Ofgem published guidance specifying notification requirements for heat network operators and suppliers regarding changes to their registration information. Material changes requiring notification include transfer of operator or supplier responsibilities, removal or decommissioning of heat networks, bulk supply activities, fuel or technology changes, energy centre modifications, and organisational changes.

Heat network operators and suppliers must proactively monitor for material changes and report them to Ofgem via email. Non-material changes such as user management may be updated directly in the digital service. Operators should review their current registrations and establish internal processes to identify and report changes within the required timeframe to maintain compliance with Ofgem regulations.

What to do next

  1. Review current registration details for accuracy
  2. Identify any material changes that require notification to Ofgem
  3. Report material changes via email to heatnetworkregulations@ofgem.gov.uk within required timeframe

Details

After you’ve registered a heat network, you must let us know if certain information changes.

Changes you need to tell us about

You must tell us about material changes that impact your regulatory role or responsibilities.

Material changes are significant changes that can affect your ability to meet the regulatory rules.

Transfer of heat network operator or supplier responsibilities to another organisation

An example of this change is selling a residential block of flats with a communal heat network. You may need to transfer operator and supplier responsibilities to the new building owner.

Removing heat networks

An example of this change is decommissioning a heat network or demolishing the building containing a communal heat network.

Other material changes to heat networks, an operator or a supplier

Examples of other material changes include:

  • starting bulk supply activities
  • a different energy centre fuel or technology
  • adding or removing an energy centre
  • adding or removing building connections
  • adding or removing a parent organisation
  • supplying a different type of customer (for example, domestic customers such as households, or non‑domestic customers like commercial or public sector organisations)
  • changing roles (for example, an operator becoming responsible for heat supply)
  • changing the type of network (for example, no longer being classified as self-supply or industrial)

Changes you can make manually

You can change some information about your organisation directly in the digital service, as it does not impact your responsibilities. This includes:

  • adding, removing and managing users
  • submitting new Significant Managerial Responsibility or Influence (SMRI) declarations

Errors during registration

If you identify an error in the information you provided during registration, and are unable to update this information yourself, then you must tell us so that we can correct it.

Other changes

If you need to make changes to an individual heat network, you’ll need to contact us as you cannot make these changes directly in the digital service.

How to report a change

If you’ve identified an error or change, tell us by emailing heatnetworkregulations@ofgem.gov.uk.
