Smart Metering Data Third-Party Access Scoping Exercise
Summary
DESNZ and Ofgem have launched a joint scoping exercise to explore creating repositories for smart metering data that would enable consumers to share their historical energy usage data with consented third parties. The initiative aims to allow consumers to receive tailored products and services based on their energy consumption patterns. The scoping exercise is expected to conclude by end of May 2026, with a preferred approach to follow for further consultation.
What changed
DESNZ and Ofgem are conducting a scoping exercise to determine how and where smart metering data repositories should exist. These repositories would allow consumers to grant consented third-party access to their historical energy usage data, enabling providers to offer personalised products and services. The document outlines no binding requirements at this stage but signals future regulatory changes will follow stakeholder engagement.
Entities with interest in smart meter data access, including energy suppliers, technology companies developing energy management services, and consumer advocacy groups, should monitor this initiative. The scoping exercise is expected to complete by end of May 2026, after which Ofgem and DESNZ will engage stakeholders on consultation timelines. No immediate compliance actions are required as this remains an early-stage exploratory document.

- This open letter, published jointly with the Department of Energy Security and Net Zero, sets out our position on repositories of smart metering data.
There is a pressing need for smart metering data repositories to exist, as they will allow consumers to draw direct benefit from their smart meters. By allowing consented third-party access to their historical data through the consumer consent solution, consumers will be able to receive products and services that are tailored to their needs.
DESNZ is initiating a scoping exercise to determine where any potential repository (or repositories) should exist, aiming to find an appropriate way forward that maximises benefits to consumers. We expect this scoping exercise will complete by the end of May 2026.
The output of the scoping exercise will be a preferred way forward for consultation, and we will engage with relevant stakeholders in due course on timelines for this consultation and subsequent conclusions.
