March 12, 2026

DENVER – The Colorado State Board of Education, during its March meeting, approved Cherry Creek School District’s Teacher Degree Apprenticeship Program, creating a new pathway to prepare future elementary school teachers while they gain experience in district classrooms. The apprenticeship program is intended to help build a strong local educator pipeline by allowing participants to work in schools while completing the training to become a licensed teacher.

Cherry Creek’s apprenticeship program was developed in partnership with the Community College of Aurora, which will provide related instruction as apprentices work toward earning a bachelor’s degree aligned with the elementary education endorsement. The program integrates on-the-job learning into coursework and aligns training with the Colorado Teacher Quality Standards.

Cherry Creek plans to support 43 apprentices and mentor teachers across 12 schools through the program.

Board approves Community College of Aurora as traditional teacher prep program

Prior to the Cherry Creek vote, the board approved the Community College of Aurora as a traditional teacher preparation program, allowing the college to offer a Bachelor of Applied Science in Elementary Education that leads to initial teacher licensure with an Elementary Education (K-6) endorsement. The program aligns with state standards for educator preparation. The program will undergo an initial site visit within 12 to 24 months of approval.

Board approves rules and schedules rulemaking hearings

The state board approved rules for the Healthy School Meals for All program, restraint and seclusion, and startup funding for postsecondary workforce readiness programs.

Healthy School Meals for All rules

The state board approved new rules for the Healthy School Meals for All program to align the rules with updated state laws and revised federal changes to the Community Eligibility Provision. After a hearing and discussion, the board voted unanimously to approve the rules, which also clarify CDE’s role in supporting program implementation.

Restraint and seclusion rules

The board voted unanimously to approve amendments to the Rules for the Administration of the Protection of Students from Restraint and Seclusion Act (RSA) to align with House Bill 25-1248, which consolidated all public-school requirements into Title 22. The board held a hearing on the matter in January. The amended rules clarify seclusion as a form of restraint, narrow the conditions for use, update training and documentation requirements, add seclusion-specific reporting, and expand the complaint process to align with IDEA protocols. Additionally, the board added amendments to create training requirements for district staff.

Start-up funding rules for PWR programs

Additionally, the board voted unanimously to approve the rules establishing start-up funding for postsecondary and workforce readiness (PWR) programs. For the 2025-26 through 2027-28 budget years, CDE will use a formula to distribute funding to local education providers to support eligible expenses tied to developing and launching postsecondary and workforce readiness programs. The proposed rules were first noticed at the September 2025 meeting and were revised following stakeholder feedback. The board reviewed the revisions in November 2025 and postponed a vote to consider them alongside the Sustain Fund rules. The rules were discussed again during a second rulemaking hearing in February 2026 before the board’s approval Wednesday.

Additionally, the board approved notices of rulemaking with public hearings scheduled for May for the following rules:

The Colorado Department of Education’ s vision is to create equitable educational environments where all students and staff in Colorado thrive. Our role is to improve student outcomes and ensure students and families across Colorado have access to high-quality schools by serving, guiding, and elevating our state’s 178 school districts and BOCES

Reglas de Healthy School Meals for All
