London Borough of Redbridge selective landlord notices, FOI partly upheld

The ICO found that London Borough of Redbridge improperly withheld certain landlord information under Section 40(2) of FOIA. The Council must now release some of the withheld details, including landlord names and notice contents that do not qualify for personal data exemption protection.\n\nPublic authorities handling similar FOI requests should note that Section 40(2) personal data exemptions have limits. Landlord names and selective licence notice details are not automatically exempt when the underlying activity (selective licensing enforcement) is a matter of public interest and the data subjects are business operators rather than private individuals.
