Written Reply on Supporting Local Law Firms in Adopting AI Tools
Summary
Singapore's Ministry of Law has confirmed existing grant programmes supporting law firms in adopting AI tools. The Productivity Solutions Grant for Legal Sector (PSG-Legal) covers 50% of first-year costs for pre-approved legaltech solutions including AI chatbots and document review software, capped at S$45,000 per year. The Ministry also launched the LIFT initiative in June 2025, deploying legaltech consultants to assist firms with technology needs assessment, solution selection, and implementation.
What changed
This parliamentary response confirms Singapore's existing support framework for AI adoption in law firms. The PSG-Legal grant covers 50% of costs for pre-approved legaltech solutions including AI tools, capped at S$45,000 annually per firm. The Ministry also describes the LIFT initiative, which provides free legaltech consultant deployment to help firms navigate the adoption process.
Law firms, particularly smaller practices, should review these programmes when planning AI technology investments. The grants address both cost barriers and change management challenges, with consultants available to assist firms lacking capacity to research and implement solutions independently. Applications for PSG-Legal can be submitted through the Business Grants Portal, while LIFT initiative support is deployed directly by MinLaw to participating firms.
What to do next
- Monitor for updates on PSG-Legal eligibility criteria and approved solutions
- Apply for LIFT initiative legaltech consultant support if seeking hands-on implementation assistance
- Review Enterprise Singapore's EDG and PSG grants for complementary technology upgrade funding

Question
To ask the Minister for Law whether the Ministry will consider establishing grants or subsidies to support local law firms in adopting Artificial Intelligence (AI) tools according to each firm’s needs.
Written Answer:
1. There are already grant programmes in place to support law firms to adopt technology, including Artificial Intelligence (“AI”) tools.
2. Since 2022, MinLaw has provided funding support via the Productivity Solutions Grant for the Legal Sector (PSG-Legal) to help law firms to digitalise. PSG-Legal today defrays 50% of firms’ first-year cost of adopting pre-approved legaltech solutions, capped at S$45,000 per year. Supported solution categories include AI tools such as legal chatbots and document review software.
3. Law firms can also tap on Enterprise Singapore’s Enterprise Development Grant (EDG) to upgrade and innovate, or the Productivity Solutions Grant (PSG) for non-legaltech solutions to improve their productivity and automate their processes.
4. Enabling AI adoption is not only about addressing cost but also providing support for change management, especially for smaller law firms. We recognise that many lawyers are kept busy by their daily work, and may not have the capacity to dedicate additional hours to researching and implementing solutions.
5. We therefore launched the pilot of the Legal Innovation and Future-Readiness Transformation (“LIFT”) initiative in June 2025. Under LIFT, MinLaw deploys legaltech consultants to law firms to oversee the end-to-end change process. The legaltech consultants will help law firms diagnose their technology needs, recommend suitable legaltech solutions and implement the chosen solution.
