ART Issues Opinion on Paris Airports Economic Regulation Contract Draft 2027-2034
ART published avis n°2026-030 on April 9, 2026, delivering its simple opinion on the draft Economic Regulation Contract (CRE) between the French State and Aéroports de Paris for the period January 1, 2027 to December 31, 2034. The 8-year derogaotry contract supports an unprecedented €8.4 billion investment program with approximately €17 billion in forecast charges. The Authority makes four sets of recommendations: (1) revision and consolidation of economic/financial trajectories; (2) better alignment of risk and remuneration, with a maximum acceptable WACC of 5.6% after tax for the 8-year contract versus 4.3% under annual regulation; (3) improved tariff structure transparency and coherence; (4) strengthened contractual clarity and user information. This opinion is preparatory to the binding avis conforme the Authority must render on the final negotiated CRE, with implementation of recommendations deemed reasonable and proportionate to the announced January 1, 2027 effective date.
3rd Mobility Data Meetings Webinar, June 5, 2026
ART (Autorité de régulation des transports) announces the 3rd edition of its Mobility Data Meetings (Rencontres données de mobilité) on Friday, June 5, 2026, as a webinar from 9:45 to 16:00. Co-labeled NAPCORE, the event is chaired by Sophie Auconie, Vice-President of ART, and brings together public actors, experts, and European partners to share best practices on mobility data publication and traveller information. Sessions cover EU orientation and implementation, facilitated use of mobility data for travellers, concrete compliance levers, and technical arbitration related to data publication.
ART Publishes Highway Concession Market Reform Guidelines
ART has published two new guidelines on highway concession company (SCA) market commissions—one on commission composition and one on internal rules. The guidelines implement the reform from the March 18, 2026 decree, which significantly raised thresholds for adapted procedures, notably for works contracts between €500,000 and €2 million excluding VAT. Concessionary companies must submit their new internal rules to ART for approval by May 18, 2026, with the rules applicable to contracts where consultation begins from July 1, 2026 onward.
