Frontier Precision Inc. Petition for Expanded UAS Operations Exemption
Summary
Frontier Precision Inc. has petitioned the FAA for an expanded exemption from Federal Aviation Regulations to operate unmanned aircraft systems (UAS) beyond their current aerial data collection authority. The petition requests authority to evaluate, test, demonstrate aircraft to customers, conduct aerial data collection, and perform cargo delivery not for compensation or hire, under conditions similar to Exemptions No. 24294 and No. 21914. The FAA seeks public comment on this petition.
What changed
Frontier Precision Inc. filed a petition requesting the FAA expand their existing exemption to cover additional UAS operations including evaluation, testing, demonstration of aircraft to customers, aerial data collection, and cargo delivery not for compensation or hire. The petition specifically references Exemptions No. 24294 and No. 21914 as the model conditions and limitations under which they would operate.
Companies operating or seeking to operate unmanned aircraft systems under FAA exemptions should monitor this petition, as its approval could establish precedent for expanded UAS operational authority. The petition indicates Frontier Precision operates heavier UAS (55+ pounds) and requires cargo-carrying capability to complete demonstrations with attached accessories.
What to do next
- Monitor FAA for updates on petition status
- Submit public comments to the regulatory docket if desired

CONFIDENTIAL INFORMATION ATTACHED. PLEASE REDACT.
Frontier Precision Inc. originally petitioned "to be able to evaluate, test, demonstrate to others, do aerial data collection, commercial services, and any other type of operation allowed under Exemption No. 21914[;]" however, in the granted exemption, you all gave us only aerial data collection.
Frontier Precision Inc. is now petitioning to be able to evaluate, test, demonstrate to others, do aerial data collection, cargo delivery not for compensation or hire, and any other type of operation allowed under Exemption No. 24294 or Exemption No. 21914. We want all of those. Do not just give us aerial data collection. Exemption No. 24294 was granted “to evaluate, test, and demonstrate these systems, as well as to conduct UAS aerial data collection operations, and cargo delivery not for compensation or hire[.]” Exemption No. 21914 was granted “to evaluate, test, and demonstrate these systems, as well as to conduct surveying and mapping, industrial site inspection and monitoring, and movement of cargo (including company materials, parts, and consumable items to replace installed equipment, serviceable items, or items removed for servicing and repair).”
Frontier Precision Inc. is a company that sells unmanned aircraft, and because of such, needs to evaluate and test different aircraft they currently have for sale as well as for future models. Additionally, Frontier Precision sells aircraft to many people and, because of such, needs to be able to demonstrate these aircraft for customers to be able to evaluate prior to purchase. Also, in order to demonstrate the data collection abilities of the aircraft and the different types of sensor payloads, we need the ability to do aerial data collection. Lastly, some of these aircraft have different accessories they can attach so we need the ability to carry cargo so demonstrations can be completed.
Frontier Precision Inc. petitions for an exemption from the listed Federal Aviation Regulations (“FARs”). Frontier Precision Inc. wishes to obtain an exemption to be able to evaluate, test, demonstrate to others, do aerial data collection, cargo delivery not for compensation or hire, and any other type of operation allowed under Exemption No. 24294 or Exemption No. 21914. Frontier Precision Inc. will operate under very similar conditions and limitations as the ones granted in Exemption No. 24294 for AeroSpect Inc. All of these operations would be done in accordance with the proposed conditions and limitations as those previously granted in Exemption No. 24294 for AeroSpect Inc. The authority for the FAA to grant this petition is from 49 U.S.C. §§ 44701(f), 44807, and 14 C.F.R. Part 11.
