Switzerland Updates Sanctions List for ISIL and Al-Qaida
Summary
Switzerland's SECO announced updates to sanctions designations for ISIL (Da'esh) and Al-Qaida following UN Security Council amendments. The SESAM database has been updated to reflect the new designations. Swiss entities must immediately comply with asset freeze and other measures under the automatic application ordinance.
What changed
The UN sanctions committee has amended the consolidated list of sanctioned individuals, companies, and organizations associated with ISIL (Da'esh) and Al-Qaida. Switzerland's SESAM database has been updated to reflect these changes. Under the 2016 Federal Council ordinance, UN Security Council sanctions automatically enter into force in Switzerland without additional domestic legislative action.
Affected Swiss entities—including financial institutions, companies, and individuals—must immediately screen their counterparties, business relationships, and assets against the updated sanctions list. Any matches must be reported to SECO, and all economic resources belonging to listed persons must be frozen without delay. Non-compliance with Swiss sanctions obligations may result in criminal prosecution and administrative penalties.
What to do next
- Screen all counterparties and business relationships against the updated SESAM sanctions database
- Identify and freeze any assets belonging to newly listed persons or entities
- Report any matches or potential matches to SECO immediately
Penalties
Criminal prosecution and administrative penalties for non-compliance with Swiss sanctions obligations
