Summary

The Department of State's Directorate of Defense Trade Controls (DDTC) is seeking public comment on extending OMB Control Number 1405-0141 for the Annual Brokering Report information collection. The collection requires U.S. and foreign persons registered as defense article brokers to submit annual reports to DDTC. Approximately 1,142 respondents incur an estimated 2,284 total burden hours annually. Comments are due by June 5, 2026.

What changed

The Department of State is requesting a 60-day public comment period (ending June 5, 2026) to extend OMB Control Number 1405-0141, the Annual Brokering Report collection. This collection applies to any person engaged in the U.S. in manufacturing or exporting defense articles who is required to register as a broker under ITAR part 129. Respondents must provide annual reports enumerating brokering activities by quantity, type, U.S. dollar value, purchaser/recipient, license numbers, and exemptions utilized.

Compliance teams at affected manufacturers and exporters should review the burden estimates (2 hours per response, 2,284 total hours) and submit comments to DDTCPublicComments@state.gov or via Regulations.gov (Docket DOS-2026-0399) by June 5, 2026 if they wish to object to the collection or suggest modifications. There are no new substantive requirements—this extends an existing annual reporting obligation tied to Statement of Registration renewals.

What to do next

  1. Review the burden estimates and determine if the 2-hour per response estimate is accurate for your organization
  2. Submit public comments to DDTC by June 5, 2026 if you wish to object to or modify the collection requirements
  3. Ensure your compliance team continues annual brokering report submissions with Statement of Registration renewals as currently required under ITAR part 129
