Summary

The Department of the Army announces a proposed information collection under the Paperwork Reduction Act, seeking public comment by June 5, 2026 on the Application for Army Radiation Permit (OMB Control No. 0702-0109). Non-Army entities, including civilian contractors, must provide information to process permits for ionizing radiation sources on Army installations. The collection affects 235 respondents with an estimated annual burden of 470 hours.

What changed

The Army is seeking public comment on a revised information collection for Army Radiation Permit applications required under 32 CFR 655.10. Non-Army entities, including civilian contractors, must submit applications describing the purpose of radiation sources, qualifications of operating personnel, safety and storage procedures, and evidence of valid use authorization to receive permits for bringing ionizing radiation sources onto Army installations.

Regulated entities seeking Army Radiation Permits should review the proposed collection requirements and submit comments by June 5, 2026 via regulations.gov or mail. While there is no direct compliance deadline, entities currently holding or seeking ARPs should monitor the outcome of this information collection as it may affect application requirements and associated burden estimates of 2 hours per response.

What to do next

  1. Review the proposed information collection requirements for Army Radiation Permit applications
  2. Calculate impact on organizational burden hours based on 2-hour average per response
  3. Submit comments by June 5, 2026 if affected by the proposed collection changes

SUPPLEMENTARY INFORMATION:

Title; Associated Form; and OMB Number: Application for Army Radiation Permit; OMB Control Number 0702-0109.

Needs and Uses: The Department of the Army must collect information to process applications for Army Radiation Permits (ARPs). This collection
is necessary to ensure the safe use, storage, or possession of ionizing radiation sources by non-Army entities on an Army
installation, as required by 32 CFR 655.10. The permit system is essential for protecting military personnel, civilian employees,
and the public from potential radiation exposure.

The information is used by the garrison commander to evaluate an applicant's request for an ARP. The application requires
the entity to describe the purpose of the radiation source, provide qualifications of operating personnel, submit safety and
storage procedures, and show evidence of a valid use authorization. This allows the commander to ensure the applicant can
handle the radioactive materials safely and in accordance with all regulations.

The respondents are non-Army entities, including civilian contractors, seeking to bring ionizing radiation sources onto an
Army installation for a DoD-related activity. Without this information collection, the Army would be unable to maintain cognizance
over radioactive sources on its installations, hindering the ability to prepare emergency responders and ensure the overall
safety and security of the installation.

Affected Public: Business or other for-profit.

Annual Burden Hours: 470.

Number of Respondents: 235.

Responses per Respondent: 1.

Annual Responses: 235.

Average Burden per Response: 2 hours.

Frequency: On occasion.

Dated: April 1, 2026. Aaron T. Siegel, Alternate OSD Federal Register Liaison Officer, Department of Defense. [FR Doc. 2026-06579 Filed 4-3-26; 8:45 am] BILLING CODE 6001-FR-P
