What changed
The Council of the European Union issued Notice ST/7475/2026/INIT, published in Official Journal C/2026/2138, formally notifying 32 natural and legal persons of their designation under EU restrictive measures concerning Syria. These designations activate asset freeze obligations and transaction prohibitions under Council Regulation (EU) No 36/2012 and Council Decision 2013/255/CFSP.
All EU operators, including financial institutions, importers/exporters, and businesses with Syria-related activities, must immediately screen their customer bases, counterparties, and transaction flows against the updated sanctions list. Non-compliance with asset freeze and transaction prohibitions may result in criminal prosecution, administrative penalties, and listing removal difficulties for affected parties.
What to do next
- Screen all counterparties and transactions against the updated EU Syria sanctions list
- Verify no asset holdings or funds belonging to listed persons or entities
- Report any matches or positive findings to competent national authorities immediately
Penalties
Asset freeze on all funds and economic resources belonging to listed persons and entities; prohibition on making funds or economic resources available to them; transaction restrictions under Council Regulation (EU) No 36/2012
