What changed
The EU Council has issued a formal notice in the Official Journal to 35 persons and one entity subject to restrictive measures under the EU Syria sanctions framework. The notice references Council Decision 2013/255/CFSP and Council Regulation (EU) No 36/2012, which together impose asset freezes, travel bans, and other restrictions in response to the situation in Syria. The notice serves as formal notification to listed persons and entities, triggering the deadline for submissions.
Banks, financial institutions, and compliance teams must immediately screen their customer databases and transaction records against the updated Syria sanctions list. Any matches must be frozen without delay and reported to the relevant national competent authority. Legal professionals advising listed persons should assess available remedies, including delisting petitions and judicial review, within the stated deadline.
What to do next
- Verify whether any individual or entity your organisation deals with appears on the Syria sanctions list
- Prepare and submit any observations or delisting requests before the April 16, 2026 deadline
- Ensure full compliance with asset freeze and movement restrictions under Council Regulation (EU) 36/2012
Penalties
Non-compliance with asset freeze obligations and restrictive measures under Council Regulation (EU) 36/2012 constitutes a criminal offence in EU Member States, carrying national penalties including fines and imprisonment.
