Capital Construction Fund Information Collection Renewal
Summary
The Maritime Administration (MARAD) published a notice in the Federal Register inviting public comments on its intention to renew OMB Control Number 2133-0027 for the Capital Construction Fund (CCF) information collection. The CCF program assists U.S.-flag vessel owners and operators in accumulating capital for ship modernization through tax-deferred deposits. MARAD estimates 160 respondents with 2,160 total annual burden hours.
What changed
MARAD is seeking public comments on renewing its Capital Construction Fund information collection (OMB 2133-0027) without changes. The collection consists of applications for CCF agreements under 46 U.S.C. chapter 535 and annual submissions of schedules and exhibits to verify eligibility and program compliance. The CCF enables vessel owners to defer federal income taxes on designated deposits for vessel construction, reconstruction, or acquisition. Since the last renewal, there has been a reduction in total respondents, responses, and burden hours.
Regulated entities, specifically U.S. citizens who own or lease eligible vessels and wish to establish or maintain a CCF program, should review the collection requirements and submit comments by May 29, 2026. Comments may address whether the collection is reasonable, the accuracy of estimated burden hours (2,160 annual hours across 160 respondents), and ways to enhance quality or reduce burden. Submissions should reference Docket No. MARAD-2026-0464 via regulations.gov or mail to the DOT Docket Management Facility.
What to do next
- Review current CCF program eligibility requirements and compliance obligations
- Evaluate whether the estimated burden hours (2,160 annually) accurately reflect your organization's reporting needs
- Submit comments to Docket No. MARAD-2026-0464 by May 29, 2026 if you wish to suggest modifications to the information collection
