Description

The commissioning of a community‑based Children and Young People (CYP) Navigator Service operating across Leicester, Leicestershire and Rutland. The service will provide proactive, relationship‑based support to children and young people aged 11-25 (with a priority focus on 14-19 year olds) who are at risk of, or involved in, violence and associated harm.

The service will deliver in‑reach and follow‑up support within police custody settings (Keyham Lane and Euston Street), A&E departments (Leicester Royal Infirmary), and through agreed community referral pathways. Provision includes mentoring, trauma‑informed engagement, evidence‑based interventions (including social skills training), safeguarding, partnership working, and onward referral to education, health and community services.

The contract will be awarded for an initial period of 12 months with options to extend for up to a further 21 months, subject to funding and satisfactory performance. The maximum total contract value is £805,000 (excluding VAT), inclusive of all extension options. The services must be delivered in accordance with the approved specification, performance framework, and safeguarding requirements.

Bidders will be required to submit a full tender response, including Supplier Information via the Central Digital Platform, Procurement Specific Questionnaire (PSQ), gateway (pass/fail) responses, technical responses and a completed pricing schedule. Supplier Information, PSQ and gateway requirements will be assessed on a pass/fail basis. Technical quality and price will be scored in accordance with the published evaluation methodology, with quality weighted at 80% and price weighted at 20%. Following Stage 1 evaluation, the three highest‑scoring bidders will be shortlisted and invited to participate in Stage 2. Where there is a tied score for third place, all tied bidders will be shortlisted.

Stage 2 - Presentations:

Shortlisted bidders will be invited to deliver a presentation which will be evaluated against the published presentation criteria. Stage 2 will be weighted at 100% and will determine the Most Advantageous Tender. Scores from Stage 1 will be used for shortlisting purposes only and will not be carried forward. In the event of a tied score at Stage 2, the bidder with the highest Stage 1 score will be ranked higher for the purposes of contract award.

No negotiation or refinement of award criteria will take place during this procurement. The contracting authority reserves the right to amend the process in accordance with the tender documentation.
