Summary

The Police and Crime Commissioner for Derbyshire has issued a Preliminary Market Engagement (PME) notice under the Procurement Act 2023 to gather market information from providers capable of sourcing private rented sector tenancies for high-risk offenders. The proposed pilot (reference DP1085-01) would run from 1 June 2026 to 31 May 2027 and targets SMEs and voluntary, community and social enterprises. Providers must respond via the UK e-Procurement Portal by 8 May 2026, with the formal tender notice estimated for publication on 22 May 2026. The engagement covers accommodation services classified under social work services with accommodation and related property management CPV codes.

“This PME is being resubmitted with these additional questions to ensure we capture all required information. Further to the market engagement undertaken earlier this year, and subsequent work to consider information sharing and associated risks, the Police and Crime Commissioner on behalf of a multisector funding partnership, is exploring the commissioning of a pilot approach.”

About this source

Find a Tender is the UK government's official portal for public-sector procurement notices above the £30,000 threshold. Every contract opportunity, award, and modification published by central departments, NHS trusts, local councils, universities, and arms-length bodies lands here first. GovPing pulls each new notice as it appears, around 569 in the last 30 days, with the contract value, awarding body, and supplier name parsed out where given. Watch this if you sell to UK government, monitor competitor wins, or track public spending in your sector. Recent examples: a £185k events contract awarded by the British Council, a £120k nano-mechanical stage at the UK National Nuclear Laboratory, £50k of Adobe licences for the Financial Services Compensation Scheme.

What changed

The Police and Crime Commissioner for Derbyshire has published a Preliminary Market Engagement notice to assess market capacity for sourcing private rented sector accommodation for high-risk offenders. This Request for Information seeks responses from providers with specific capabilities unusual within the proposed timeframes. The engagement will inform the development of a Business Case and determine the appropriate procurement route. Participation is particularly encouraged from SMEs and VCSEs. Providers must submit responses through the UK e-Procurement Portal by 8 May 2026.

Affected parties include accommodation service providers, social landlords, property management firms, and voluntary sector organisations operating in the East Midlands region that may wish to participate in this pilot programme. Organisations should verify their capability to deliver tenancies within the proposed June 2026 start date before investing resources in responding to the subsequent formal tender.

Description

Further to the engagement submitted on 1st April 2026 the Police and Crime Commissioner for Derbyshire have some additional questions to the market. This PME is being resubmitted with these additional questions to ensure we capture all required information. Further to the market engagement undertaken earlier this year, and subsequent work to consider information sharing and associated risks, the Police and Crime Commissioner on behalf of a multisector funding partnership, is exploring the commissioning of a pilot approach. This approach would combine the sourcing of private sector tenancies for high risk offenders with separate engagement, support, and oversight of those offenders. This relates specifically to tenancies that are not classified as supported exempt accommodation. The proposed pilot would require a number of specific supplier capabilities which we understand may be unusual, particularly within the timeframes involved. We are therefore seeking to verify our understanding by issuing this Request for Information, the responses to which will help inform our next steps. We would be very grateful if you could take the time to respond using the text boxes and dropdown options provided. Your input will play an important role in shaping the development of the plan going forward, including the appropriate route to market. The Pre-Liminary Market Engagement (PME) will support DC with the development of a Business Case (BC). To formally engage with the market, this PME Questionnaire has been designed to allow Derbyshire Constabulary to conduct a comprehensive review of existing providers of High-Risk Offender Private Rented Sector Accommodation.
