Expiry Review Rebar From Oman, Russia
Summary
The Canada Border Services Agency initiated an expiry review investigation on April 21, 2026, pursuant to the Canadian International Trade Tribunal's expiry review of finding NQ-2020-005. The review covers hot-rolled deformed steel concrete reinforcing bar (rebar) from the Sultanate of Oman and the Russian Federation to determine whether the expiry of anti-dumping measures is likely to result in continuation or resumption of dumping. The CBSA must make its determination by September 17, 2026 and issue a Statement of Reasons by October 2, 2026.
Canadian rebar importers and exporters who have not received a CBSA questionnaire letter should contact the SIMA Registry and Disclosure Unit immediately — the May 28, 2026 response deadline is fixed and the ACE e-filing system is the sole submission channel. Participation is critical because the CBSA will rely on questionnaire responses to determine whether dumping is likely to continue or resume.
What changed
The CBSA has initiated an expiry review investigation to determine whether the continuation of anti-dumping duties on rebar from Oman and Russia is warranted. This follows the CITT's decision to review its July 2021 finding. The investigation proceeds on a defined schedule with questionnaires due May 28, 2026, CBSA determination by September 17, 2026, and Statement of Reasons by October 2, 2026.
Canadian producers, importers, and exporters of the subject goods who wish to participate in the review must respond to CBSA questionnaires by May 28, 2026. The outcome of this review may result in continuation, modification, or rescission of the anti-dumping measures currently in place.
What to do next
