Summary

The Canadian International Trade Tribunal (CITT) initiated an expiry review on April 20, 2026, of its anti-dumping finding on concrete reinforcing bar from seven countries. The Canada Border Services Agency (CBSA) has accordingly launched an expiry review investigation to determine whether the expiry of the finding is likely to result in continuation or resumption of dumping. The CBSA will issue its determination no later than September 17, 2026.

Why this matters

Canadian importers and exporters of concrete reinforcing bar from the seven named countries should confirm receipt of CBSA questionnaires and submit responses by May 28, 2026; non-response may result in determination based on available information. The September 2026 CBSA determination and subsequent CITT expiry review outcome will determine whether anti-dumping duties continue, lapse, or are modified.

What changed

The CITT initiated an expiry review of its June 4, 2021 anti-dumping finding on concrete reinforcing bar from seven countries, and the CBSA has launched a corresponding expiry review investigation under SIMA. The investigation will assess whether the expiry of the finding is likely to result in continuation or resumption of dumping of the subject goods.

Importers and exporters of concrete reinforcing bar from Algeria, Egypt, Indonesia, Italy, Malaysia, Singapore, and Vietnam should monitor this proceeding closely. The CBSA's determination is due September 17, 2026, with questionnaire responses required by May 28, 2026. Parties who have not received a questionnaire and wish to participate should contact the CBSA SIMA Registry and Disclosure Unit.

April 21, 2026

On April 20, 2026, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its finding made on June 4, 2021, in inquiry NQ-2020-004, concerning the dumping of certain concrete reinforcing bar originating in or exported from the People’s Democratic Republic of Algeria, the Arab Republic of Egypt, the Republic of Indonesia, the Italian Republic, the Federation of Malaysia, the Republic of Singapore, and the Socialist Republic of Vietnam.

As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) has today initiated an expiry review investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the finding is likely to result in the continuation or resumption of dumping of the subject goods. The CBSA will make a determination no later than September 17, 2026, and will issue a Statement of Reasons by October 2, 2026.

The product definition and the applicable tariff classification numbers of the goods subject to the CITT’s finding are accessible on the CBSA’s Measures in force.

As part of its expiry review investigation, the CBSA forwarded questionnaires to Canadian producers, importers and exporters. Any Canadian producers, importers or exporters who have not received a letter from the CBSA and who wish to provide a response to the questionnaire are advised to contact the CBSA SIMA Registry and Disclosure Unit at the email below.
