What changed

The EU Council confirmed that eight third countries (Albania, Bosnia and Herzegovina, Iceland, Moldova, Montenegro, North Macedonia, Norway, and Ukraine) have aligned with Council Decision (CFSP) 2026/646, which added four natural persons to the EU sanctions list targeting Russia's destabilising activities. These countries will ensure their national policies conform to the EU decision.

Affected parties should monitor implementation of EU sanctions by these aligning countries, as their adoption of restrictive measures may affect compliance obligations for companies operating in or trading with these jurisdictions.

What to do next

  1. Monitor for updates on implementation of EU sanctions by aligning countries
  2. Review operations for potential exposure to expanded sanctions jurisdiction
