Removes Four Persons from Sudan Sanctions List
Summary
The EU Council has adopted Decision (CFSP) 2026/886, removing four persons from the EU sanctions list concerning Sudan. The removed individuals are Abdelrahim Hamdan DAGALO, Elfateh Abdullah Idris ADAM, Tijani Ibrahim Moussa MOHAMED, and Gedo HAMDAN. These persons had been added to the EU list on 5 March 2026 pursuant to a UN Security Council Resolution 1591(2005) Committee determination of 24 February 2026. The deletions take effect upon publication in the Official Journal of the European Union.
What changed
Council Decision (CFSP) 2026/886 amends Decision (CFSP) 2023/2135 by deleting four entries from the Annex containing the list of natural persons subject to restrictive measures related to Sudan. The deletions concern Abdelrahim Hamdan DAGALO, Elfateh Abdullah Idris ADAM, Tijani Ibrahim Moussa MOHAMED, and Gedo HAMDAN. These persons were previously added to the EU list following their designation by the UN Security Council Committee established pursuant to Resolution 1591(2005).
For financial institutions, trading houses, and other entities that may have been screening transactions or counterparties against the Sudan sanctions list, these four names no longer generate an automatic blocking or reporting obligation under EU restrictive measures. Entities with automated screening systems should update their watchlists accordingly. The underlying EU Sudan sanctions regime remains in place for other designated persons.
