Council Implementing Regulation (EU) 2026/887 — Sudan Restrictive Measures
Summary
The Council of the European Union adopted Implementing Regulation (EU) 2026/887, deleting four natural persons from the EU sanctions list under Regulation (EU) 2023/2147 concerning restrictive measures in view of activities undermining the stability and political transition of Sudan. The deleted entries are Abdelrahim Hamdan Dagalo, Elfateh Abdullah Idris Adam, Tijani Ibrahim Moussa Mohamed, and Gedo Hamdan. The regulation entered into force the day following its publication in the Official Journal of the European Union.
“This Regulation shall be binding in its entirety and directly applicable in all Member States.”
What changed
This regulation removes four natural persons from Annex I to Council Regulation (EU) 2023/2147, the EU's restrictive measures framework targeting activities undermining Sudan's stability and political transition. The four deletions implement a UN Security Council action and follow an earlier March 2026 EU implementing regulation that had added these persons to the list.
Entities that were previously prohibited from making funds or economic resources available to these four individuals due to asset-freeze obligations may now engage with them without that restriction. Businesses and financial institutions subject to EU sanctions should update their screening databases and compliance systems to reflect these removals from the Sudan sanctions list.
