This procurement exercise is to establish a closed Framework for Elections and Electoral Registration Print and Related Services, and is being conducted by Liverpool City Council on behalf of itself and Other Contracting Authorities within the Merseyside and Northwest Region.
The Framework will cover print products in relation to:
• electoral registration; including the annual electoral registration canvass and specified elements of business-as-usual year-round, rolling registration; and

Due to the uncertain nature of the election process, there is no guarantee as to the actual volume of Goods and/or Services which will be required through the Framework.

Framework operation description
A place on the Framework will be awarded to a maximum of two Suppliers.
Suppliers will be ranked according to the evaluated scores and Customers will be able to call-off by direct award to the first ranked Supplier without re-opening competition.
If the first ranked Supplier notifies the Customer that it is unable to supply or fulfil the full requirements under a Call-Off Order in accordance with the terms and conditions, including price, the Customer may then require the second ranked provider to fulfil the requirements in accordance with the terms and conditions of this Framework.
Individual call-off contracts awarded under the Framework may vary in length and will be at the discretion of the Customer.
