What changed

Council Implementing Regulation (EU) 2026/898 amends Annex I to Regulation (EU) 2023/888, replacing entries 1, 5, 8, 10, 12, 15, and 21 under the natural persons section of the EU's Moldova sanctions list. The updated entry for Ilan Shor includes enhanced identifying information and detailed reasoning for his designation, including his April 2023 conviction for fraud and money laundering with a 15-year sentence and EUR 254 million in asset confiscation, and evidence of continued Russian-linked political interference through illegal party financing, vote buying, and disinformation campaigns targeting Moldova's 2024 presidential election, constitutional referendum, and 2025 parliamentary elections.

EU persons and entities subject to Regulation (EU) 2023/888 should verify their compliance obligations against the updated listing entries. The expanded Ilan Shor entry includes new detail on Russia-based financial conduits (Evrazia NGO, Victory/Pobeda Political Bloc) used to channel funds for political subversion — parties with exposure to those entities or associated transactions should conduct enhanced due diligence under the asset-freeze and funds-restriction provisions.

ANNEX

In Annex I to Regulation (EU) 2023/888, under heading ‘A. Natural persons’, entries 1, 5, 8, 10, 12, 15 and 21 are replaced by the following corresponding entries:

| | Name | Identifying information | Reasons | Date of listing |
| ‘1. | Ilan Mironovich SHOR

a.k.a.

Ilan Mironovici ȘOR | Function: businessman, president of the political party “SHOR” (“ȘOR”)

DOB: 6.3.1987

POB: Tel Aviv, Israel

Gender: male

Nationality: Republic of Moldova, Israeli

State Identification Number (IDNP): 0971007884125 (Republic of Moldova) | Ilan Shor is a Moldovan politician (leader of the ȘOR political party) and businessman from the Republic of Moldova who is involved in the illegal financing of political parties in the Republic of Moldova and in incitement to violence against the political opposition. Before being declared unconstitutional in June 2023, the ȘOR Party, which Ilan Shor leads, was involved in the payment and training of persons in order to provoke disorder and unrest during the protests in the Republic of Moldova.

By a decision dated 13 April 2023, the Court of Appeal of Chișinău sentenced Ilan Shor for being guilty of fraud and money laundering in the “Bank Fraud” case to 15 years of imprisonment and the confiscation of assets for a value of EUR 254 million. Funds from this large-scale banking fraud and connections to corrupt oligarchs and Moscow-based entities have been and are still being used, according to authorities of the Republic of Moldova, to artificially create political unrest in the country.

His actions directed towards subverting democracy in the Republic of Moldova include providing illegal funding to support pro-Kremlin political activity in the Republic of Moldova. An example of the use of such funds is the organisation of violent protests and rallies, primarily in the capital Chișinău, with the help of protestors paid by the ȘOR Party, throughout 2022 and 2023. After the ȘOR Party was declared unconstitutional, Ilan Shor continued to facilitate Russian influence on the political scene of the Republic of Moldova by illegally financing other parties and attempting to bribe politicians. Through financing vote buying and disinformation campaigns, he has also interfered with the 2024 presidential elections, the constitutional referendum on Union accession and the 2025 parliamentary elections in the Republic of Moldova.

Through the Russia-based non-governmental association Evrazia and the Victory/Pobeda Political Bloc, Ilan Shor promotes Russian propaganda narratives and coordinates financing activities aimed at influencing the political situation in the Republic of Moldova.

By directing and planning violent demonstrations and through his serious financial misconduct concerning public funds and the unauthorised export of capital, and by attempting to overthrow the constitutional order, Ilan Shor is responsible for actions which undermine and threaten the sovereignty and independence of the Republic of Moldova, and democracy, the rule of law, stability and security in the Republic of Moldova. Furthermore, he is associated with Evrazia. | 30.5.2023 |
| 5. | Vladimir Gheorghe PLAHOTNIUC

a.k.a. Vladimir ULINICI

a.k.a. Vladimir PLAKHOTNYUK

State Identification Number (IDNP): 0962706018030 (Republic of Moldova)

Passport no: AB 0671328; AA 1203658 (Republic of Moldova) | Vladimir Plahotniuc is subject to numerous criminal proceedings in the Republic of Moldova related to crimes in connection with the embezzlement of State funds of the Republic of Moldova and their illegal transfer outside the Republic of Moldova. He was accused in the Republic of Moldova in the “Bank Fraud” case, the economic effects of which are still affecting the country. He is also being investigated for bribing the former president of the Republic of Moldova with a bag of cash in exchange for political favours. Furthermore, he has held meetings with the Kremlin to gain support for his interference in the 2025 parliamentary elections in the Republic of Moldova.

Through his serious financial misconduct concerning public funds and the unauthorised export of capital and undermining the democratic political process in the Republic of Moldova, Vladimir Plahotniuc is responsible for actions and implementing policies which undermine and threaten democracy, the rule of law, stability or security in the Republic of Moldova. | 30.5.2023 |
| 8. | Arina Evgheni CORȘICOVA | DOB: 28.12.1974

Gender: female

Nationality: Republic of Moldova

State Identification Number (IDNP): 0962011898118 | Arina Corșicova has led several communications media trusts in the Republic of Moldova, one of which owns two television channels, “Accent TV” and “Primul în Moldova”, the broadcasting licences of which were suspended by the Republic of Moldova, for disseminating incorrect information concerning the Russian war of aggression against Ukraine and current political events in the Republic of Moldova. Despite losing its television broadcasting licence, “Primul în Moldova” continues to disseminate false statements aimed at destabilising the constitutional order of the Republic of Moldova.

In this context, Arina Corșicova is responsible for undermining the democratic political process in the Republic of Moldova by leading a disinformation campaign and by being politically backed by listed person Ilan Shor.

Furthermore, she is a long-time associate of Ilan Shor, having funded his electoral campaigns in the past and being an indirect shareholder of the “Banca Socială”, involved in the “Bank Fraud” case.

By undermining the democratic political process and destabilising the constitutional order, Arina Corșicova is responsible for and is supporting actions and policies which undermine and threaten democracy, the rule of law and stability in the Republic of Moldova. Furthermore, she is associated with Ilan Shor. | 22.2.2024 |

Nationality: Republic of Moldova | Evghenia Guțul is the former Governor (Bashkan) of the Autonomous Territorial Unit (ATU) of Gagauzia in the Republic of Moldova. She previously worked for Ilan Shor’s political party “SHOR” (“ȘOR”), which is now banned, and was involved in its illegal financing. She has proposed several of Shor’s associates to fill positions in Gagauzia’s Executive Committee, despite the fact that those individuals lack ties to Gagauzia.

Despite lacking the constitutional competence to do so, as Governor she engaged in a formal visit to the Russian Federation and met Russian President Vladimir Putin. She asked Putin for and received assurance of Russia’s support to Gagauzia’s rights, authority and positions.

Since her detention in March 2025, her deputy, Ilia Uzun has been acting Bashkan of ATU Gagauzia, and has been publicly declaring that all matters pertaining to the functioning of the Executive Committee are being coordinated with Evghenia Guțul through her lawyers, even though the law of the Republic of Moldova does not provide for procedures that would allow matters to be coordinated with a former Bashkan once she is no longer performing her duties.

By promoting separatism in ATU Gagauzia and close ties to the Russian Federation, Evghenia Guțul is attempting to overthrow the constitutional order, thereby threatening the sovereignty and independence of the Republic of Moldova, and democracy, stability and security in the Republic of Moldova. | 14.10.2024 |

Since Evghenia Guțul’s detention in March 2025, Ilia Uzun has been acting Bashkan of ATU Gagauzia, and has been publicly declaring that all matters pertaining to the functioning of the Executive Committee are being coordinated with Evghenia Guțul through her lawyers, even though the law of the Republic of Moldova does not provide for procedures that would allow matters to be coordinated with a former Bashkan once she is no longer performing her duties.

Ilia Uzun is engaged in spreading Russian propaganda, launched by Ilan Shor’s team. He planned, attended and led demonstrations against the authorities of the Republic of Moldova organised by Ilan Shor or his associates. He publicly gave support to Ilan Shor or his actions. He is therefore associated with Ilan Shor and Evghenia Guțul. | 14.10.2024 |
