What changed

Public Works and Government Services Canada (PWGSC) has issued a request for standing offers (RSO) for environmental assessment and receiving environment services. The RSO, solicitation number WS5501940946, aims to secure professional services for studies, projects, and interventions across Quebec. Canada intends to issue up to six standing offers for each of the two streams: Environmental Assessment and Studies on the Receiving Environment, with a stated priority for Indigenous businesses.

Businesses interested in providing these services must submit their offers through SAP Business Network by April 1st, 2026, at 2:00 PM EDT. Companies new to bidding on the SAP Business Network are advised to register and consult the provided resource guides. While the document outlines trade agreement applicability, it does not specify any penalties for non-compliance with the tendering process itself, as this is a procurement opportunity rather than a regulatory mandate with direct penalties for businesses.
