CNMC Alias Registry Blocks SMS Fraudulent Messages Starting June 7, 2026

CNMC has approved Circular CIR/DTSA/010/25 establishing an Alias Registry for SMS, MMS, and RCS messages sent to Spanish phone numbers. Companies and public administrations that want to send messages using a brand name or commercial identifier as the sender must register that alias with CNMC beforehand; otherwise, messages will be blocked. Telecom operators must block all messages from unregistered aliases or aliases not received from enabled messaging providers starting 7 June 2026, based on Orden TDF/149/2025 of 12 February 2025.

CNMC Approves Spain Telephone Numbering and M2M Services Optimization

The CNMC published its analysis of two Ministry proposals on numbering optimization: one addressing geographic numbering by reallocating resources from nomadic services to fixed telephone service with a six-month transition, and another requiring M2M services to use exclusive range 59 numbering from July 2026, phasing out mobile numbering by 2031. The measures aim to prevent premature exhaustion of mobile numbering and ensure capacity for connected services growth. CNMC endorsed both proposals while recommending clarifications to the regulatory framework and operator access criteria.

CNMC Requires Separate Numbers for Customer Service and Commercial Calls

The CNMC published an analysis of two Ministry proposals (INF/DTSA/026/26 and INF/DTSA/027/26) requiring separate phone number ranges for customer service versus commercial calls. The CNMC endorsed requiring customer service through free numbers (800, 900), geographic prefixes, or short operator numbers, while commercial calls should use prefix 400. The CNMC recommended improvements including making customer service calls free on geographic numbers, making return calls to commercial numbers free, and extending the adaptation period from four to six months.
