Summary

ANACOM issued a consumer fraud warning after receiving multiple reports on 6–7 April 2026 of spoofed calls falsely appearing to originate from its customer service number (800 206 665). The callers impersonated ANACOM staff, cited fabricated illegal activities, referenced Portuguese Criminal Investigation Police, and pressured recipients to disclose personal data. ANACOM explicitly states it does not make unsolicited telephone contact and does not request personal information by phone. Consumers are advised not to answer or return calls from the spoofed number and to report suspected fraud to police.

“ANACOM wishes to warn of fraudulent telephone calls being made in the name of this Authority.”

What changed

ANACOM published a public consumer fraud warning describing an active telephone spoofing campaign targeting the Portuguese public. Between 6 and 7 April 2026, multiple individuals reported receiving calls that displayed ANACOM's legitimate customer service number (800 206 665) as the originating number, despite being placed by fraudsters. Callers supplied partial correct personal data alongside fabricated identification to build credibility, then pressured victims to disclose further personal information under false pretenses of illegal activity. ANACOM does not make unsolicited outbound calls and does not request personal data by telephone. Consumers who receive such calls should not engage, should not return the call, and should file a complaint with Portuguese law enforcement authorities if they believe they have been targeted.

This warning has no direct compliance implications for regulated entities under ANACOM's jurisdiction, as it does not impose new obligations or enforcement actions. Telecommunications operators and service providers may wish to note the active spoofing campaign as context for customer-facing fraud risk, but no reporting or response action is mandated by this notice.

What to do next

  1. Do not answer or return calls from the number 800 206 665
  2. Do not provide or confirm any personal details
  3. Contact Polícia de Segurança Pública, Guarda Nacional Republicana, Ministério Público, or DIAP if you suspect fraud

ANACOM wishes to warn of fraudulent telephone calls being made in the name of this Authority. Between 6 and 7 April 2026, several individuals contacted ANACOM to report receiving spoofed calls, i.e. calls where the originating number had been falsified to make it appear as though the call was being made from ANACOM’s customer service number (800 206 665).

In the reported cases, the callers have falsely claimed to be ANACOM staff. They have referred to alleged illegal activities (such as sending fraudulent messages or mobile phone theft) and have mentioned communications supposedly from the Portuguese Criminal Investigation Police (Polícia Judiciária). They have also threatened to block numbers or services.

The calls follow a similar pattern. The caller provides some correct personal details alongside a fictitious name or identification number. Pressure is then put on the recipient in an attempt to obtain more personal information.

ANACOM is not making any such contact. Any information provided during these calls is false.

ANACOM recommends that you:

  • do not answer or return calls from the number 800 206 665;
  • do not provide or confirm any personal details;
  • try to verify the identity of any caller (name, company and department);
  • ask the caller to contact you at a later time so that you can carry out this verification. ANACOM neither requests personal data over the telephone nor shares such data with other bodies, including law enforcement agencies.

If you suspect that you are the victim of fraud or deception, you should contact the relevant security authorities. If you are a victim of such practices, we recommend filing a complaint with Polícia de Segurança Pública (the Public Security Police) or Guarda Nacional Republicana (the National Republican Guard) in your area of residence. Alternatively, you can contact Ministério Público (the Public Prosecutor’s Office) or Departamento de Investigação e Ação Penal (DIAP - the Department of Investigation and Penal Action) at the local court.
