What changed
The Iowa Department of Revenue announced the completion of its extensive technology modernization program, culminating in the launch of the integrated GovConnectIowa system. This initiative consolidated 22 legacy systems into a single platform designed to streamline tax filing, business licensing, and communication for taxpayers and businesses within the state. The program has already seen over 400,000 user accounts created and millions of web forms processed.
While this is primarily an informational notice about the successful completion of a government IT project, regulated entities in Iowa should be aware of the new GovConnectIowa portal for all future tax and licensing interactions. The system is now fully operational, and users are encouraged to familiarize themselves with its capabilities for secure and efficient transactions with the Department of Revenue. No specific compliance deadline is mentioned, as the system is now the standard operational platform.

Thursday, November 20, 2025
Des Moines, Iowa – Iowa taxpayers and businesses now have a fully-integrated, easy-to-use revenue system for tax, alcohol, and lottery operations. This modernized system allows them to file and pay taxes, obtain business licenses and permits, and easily correspond with the Iowa Department of Revenue.
The five-year project integrated 22 Department legacy systems into one user-friendly system. The modernization effort has resulted in the launch of several new online services, including GovConnectIowa, which allows users to complete a variety of tasks securely from anywhere, at any time.
Since the start of the project, more than 400,000 users have created accounts on GovConnectIowa. The Department has received over 8.7 million web forms and responded to more than 40,000 messages through the portals. The final phased rollout was earlier this month. Iowa Department of Revenue Director Mary Mosiman said she is pleased that Iowa taxpayers and businesses now have a simplified system that meets their needs.
“Doing business in the state of Iowa is now much easier,” Mosiman said. “The project aligned with Governor Reynolds' vision of streamlining state government to better serve the people of this great state. I am proud of the work of the Department and the strong collaboration with other state agencies. And I’m thankful for the feedback we received from citizens, business leaders, and local government officials across the state, as we built and implemented the new system,” Mosiman said.
Other state agencies in the project include:
- Iowa Finance Authority
- Iowa Department of Inspections, Licensing, and Appeals
- Iowa Economic Development Authority
- Iowa Department of Administrative Services
Iowa Utilities Commission
The program’s success has been recognized with two prestigious awards:National Association of State Chief Information Officers (NASCIO) Award for Cross-Boundary Collaboration & Partnerships, for the State of Iowa Setoff Program
