Bret Allan Dobbin Permanently Barred Following Settlement Agreement and Restitution Order
The Manitoba Securities Commission (MSC) has permanently barred Bret Allan Dobbin from Manitoba capital markets following a Settlement Agreement, after Mr. Dobbin was sentenced to 18 months in jail for violating The Securities Act and The Mortgage Brokers Act, having fraudulently obtained over $500,000 from an elderly, widowed victim. The Commission ordered permanent denial of exemptions under both Acts, immediate resignation from any director or officer positions held with any issuer, and prohibition against serving as a director or officer of any issuer in the future. The Provincial Court of Manitoba additionally ordered Mr. Dobbin to pay approximately $380,000 in restitution to his victim.
Manitoba Senior Loses $2M Crypto Scam by Fargo Investor
The Manitoba Securities Commission (MSC) issued an investor alert on June 25, 2025, warning Manitobans about cryptocurrency investment fraud conducted by "Fargo Investor" — an unregistered, fraudulent business that allegedly defrauded a local senior of $2 million in life savings. MSC investigators believe other Manitobans may have been approached or invested with the scheme and are urging anyone affected to contact the MSC investigations team at 1-855-FRAUD-MB. The alert also directs investors to AreTheyRegistered.ca to verify broker and firm registration before investing.

The Manitoba Financial Services Agency - Securities Commission has scheduled a public hearing for January 14, 2026 at 9:30 a.m. at its Winnipeg office (500-400 St. Mary Avenue) regarding alleged violations of The Real Estate Services Act. Named respondents include 7136448 Manitoba Ltd. (operating as Mirza Properties and Developments), Rahim Omar Mirza, and Sofia Mirza. The Notice for Hearing and Statement of Allegations were both issued November 21, 2025.
