Agency Information Collection Activities; General Reclamation Requirements
Summary
The Office of Surface Mining Reclamation and Enforcement is proposing to renew an information collection titled 'General Reclamation Requirements' under OMB Control Number 1029-0113. This collection supports compliance with the Surface Mining Control and Reclamation Act for abandoned mine land reclamation projects involving incidental coal extraction.
What changed
The Office of Surface Mining Reclamation and Enforcement (OSM) has issued a notice proposing to renew an existing information collection titled 'General Reclamation Requirements' (OMB Control Number 1029-0113). This collection is essential for ensuring compliance with the Surface Mining Control and Reclamation Act (SMCRA) and its regulations, specifically for abandoned mine land (AML) reclamation projects where incidental coal extraction occurs and government funding is less than 50 percent. The purpose is to verify that these projects address mine hazards, do not become commercial mining operations, and safeguard public health, safety, and the environment.
Regulated entities involved in AML reclamation projects with incidental coal extraction must review this proposed renewal and submit comments by May 11, 2026. The OSM is seeking public input to assess the impact of these information collection requirements and minimize reporting burdens. While this is a notice and request for comment, failure to comply with the underlying SMCRA regulations could result in enforcement actions. The specific information collection requirements are detailed in the supporting documentation available on reginfo.gov.
What to do next
- Review the 'General Reclamation Requirements' information collection renewal proposal.
- Submit comments on the proposed renewal by May 11, 2026.
- Ensure ongoing compliance with SMCRA regulations for AML reclamation projects.
