State Agencies Collect 12,323 Food Items for Thanksgiving
For the fifth consecutive year, the North Dakota State Auditor's Office challenged 15 state agencies to collect food for the Bismarck Emergency Food Pantry and Ministry on the Margins ahead of Thanksgiving 2025. The Department of Labor and Human Rights won the traveling trophy with 11 team members collecting 520 items, while the total collection reached 12,323 food items across all participating agencies. The State Auditor's Office published results on November 20, 2025.
FAA Did Not Adequately Monitor and Enforce IIJA-Funded Contracts' Compliance With Buy American Requirements
DOT OIG Audit FI2026025 found that FAA failed to adequately monitor and enforce Buy American requirements for Infrastructure Investment and Jobs Act (IIJA)-funded facility and equipment (F&E) contracts. Five of nine contracts reviewed (totaling approximately $272.7 million) were missing required Buy American-related contract clauses. Three contracts used foreign products (totaling $115.9 million) without proper waivers — in one case no waiver was obtained, in another the waiver approval process was not followed, and in a third a longstanding waiver was used without reassessment. FAA's Federal Procurement Data System–Next Generation also contained incomplete and inaccurate Buy American data, impairing DOT's ability to report accurately to OMB. OIG made six recommendations to improve FAA's monitoring and enforcement.
Advisory Bulletin ADB-2026-05 on Preventing Excavation Damage to Pipelines
PHMSA issued Advisory Bulletin ADB-2026-05 to owners and operators of gas and hazardous liquid pipeline facilities, emphasizing excavation damage prevention during National Safe Digging Month. The bulletin cites data showing over 875 excavation-related pipeline incidents since 2005, resulting in 40 fatalities, 166 serious injuries, and approximately $322 million in property damage, and recommends adoption of CGA Best Practices for locator accuracy and rapid strike response.
DOT Multimodal Freight Office Has Not Reported to Congress Since 2023
GAO reviewed DOT's Office of Multimodal Freight Infrastructure and Policy, created by the Infrastructure Investment and Jobs Act of 2021, and found that DOT has not periodically reported to Congress on the office's activities since 2023, despite having taken steps toward meeting almost all other statutory requirements. The office, which develops and manages the National Freight Strategic Plan and National Multimodal Freight Network, briefed congressional staff only once in 2023. GAO recommended that DOT report to Congress on activities since September 2023, including updates on programs, freight-related grants, and staffing levels—DOT agreed with the recommendation.
Presidential Permit: Bakken Pipeline Company LP to Operate Pipeline at US-Canada Border
The President issued a Presidential permit to Bakken Pipeline Company LP, a Delaware limited partnership and subsidiary of Enbridge Inc. (Canada), authorizing operation and maintenance of a 12-inch diameter pipeline at Burke County, North Dakota, at the international boundary near Portal, ND. The permit supersedes and revokes a prior permit dated April 8, 1996. The authorization covers transport of crude oil and petroleum products between the United States and Canada, excluding natural gas subject to section 3 of the Natural Gas Act. Permit conditions require compliance with all applicable federal and state laws including PHMSA pipeline safety regulations, indemnification of the United States from liabilities arising from facility operations, and immediate written notification to the President of any ownership or control changes.
Presidential Permit Authorizes Enbridge Energy Cross-Border Pipeline, North Dakota-Canada Border
The White House issued a Presidential Permit granting Enbridge Energy, Limited Partnership authority to operate and maintain existing cross-border pipeline facilities in Pembina County, North Dakota, at the U.S.-Canada international boundary. The permit authorizes transport of crude oil and petroleum products (excluding natural gas) and supersedes a prior permit dated June 16, 1994. The permittee, a Delaware limited partnership and indirect subsidiary of Canadian corporation Enbridge Inc., must comply with all applicable laws, pipeline safety regulations administered by PHMSA, and permit conditions including reporting obligations, facility maintenance standards, and government access for inspection.

The White House has issued a Presidential Permit to Enbridge Pipelines (Southern Lights) L.L.C., a Delaware limited liability company indirectly owned by Canadian corporation Enbridge Inc., authorizing the operation and maintenance of existing pipeline border facilities at Neche, Pembina County, North Dakota. The permit supersedes a previous Presidential permit dated June 10, 2008. The authorization covers a 20-inch diameter pipeline extending approximately 3 miles from the international boundary into the United States, for the transport of crude oil and petroleum products between the two countries. The permit imposes nine conditions including requirements to maintain facilities in good repair, obtain requisite permits, report ownership changes, and submit to inspection by federal, state, and local agencies.
Statement of Charges Against Zenith Asset Tech in Cryptocurrency Fraud
The Washington State Department of Financial Institutions Division of Securities entered a Statement of Charges (S-24-3882-25-SC01) against Zenith Asset Tech Foundation, Cirkor Inc., and 19 additional respondents on April 22, 2026. Between 2024 and 2025, the respondents allegedly defrauded at least 38 investors—including 3 Washington residents—out of nearly $9.9 million through cryptocurrency scams involving fake investment education foundations, fake trading platforms, fake AI-generated trading signals, and unregistered money transmitters. The respondents sold fake securities token offerings and were not registered to sell investments, allegedly failing to disclose material information about their AI bot system and their own registration status. Remedies sought include cease and desist orders and fines.
FMCSA Seeks Comments on CMV Driver Schedule Crash Risk Study, Comments Close May 20, 2026
FMCSA announces a new Information Collection Request under the Paperwork Reduction Act to collect data on commercial motor vehicle driver schedules, crash records, and inspection violations. The study aims to examine fatigue-related factors and their correlation with crash risk. Motor carriers participating as respondents will provide data through electronic integrations with telematics systems.
WA DFI Charges 20 Crypto Entities Under Securities Act
The Washington State Department of Financial Institutions Securities Division has charged 20 cryptocurrency-related entities and individuals with violations of the Securities Act of Washington. The respondents are organized into three categories: six Foundation Respondents (entities purporting to offer investment education), six Platform Respondents (entities claiming to be cryptocurrency trading platforms), and eight P2P Respondents (entities engaged in currency exchanges facilitating investor trading with the platforms). The Securities Administrator has issued a Statement of Charges and Notice of Intent to enter an order requiring the respondents to cease and desist, pay fines, and bear costs pursuant to RCW 21.20.390 and RCW 21.20.395.
NMFS Closes South Atlantic Gag Recreational Fishing August 2
NMFS implements a temporary rule closing the recreational gag fishery in South Atlantic Federal waters effective August 2, 2026, through January 1, 2027. The closure results from 2025 recreational landings of 187,751 lb exceeding the annual catch limit of 176,665 lb by 11,086 lb. During the closure, bag and possession limits for gag are zero.
BridgePort Digital Group and Five Companies Colluded in TechCred Fraud, Ohio OIG Finds
Ohio OIG Investigation 2025-CA00007 found that BridgePort Digital Group, an IT training provider, and five companies (CTD Entertainment Management LLC, Head to Head Outreach Inc., Naturally Cynthia LLC, Rayal Transportation LLC, and Reece Investigations and Security Consultants LLC) colluded to obtain improper reimbursements from the Ohio Department of Development's TechCred Grant Program. Investigators subpoenaed and reviewed bank records revealing that BIA invoices and company checks submitted to ODEV for reimbursement did not reflect actual payments made to BIA for employee trainings. The reimbursements were split between BIA and the five companies, and two company owners admitted they either had no employees or did not recognize the names of employees submitted for TechCred reimbursement. The investigation is being referred to the Franklin County Prosecutor's Office and the Ohio Auditor of State.
FAA Imposes Scheduling Limits at Chicago O'Hare to Prevent Summer Delays
The FAA announced a scheduling reduction at Chicago O'Hare International Airport (ORD), capping daily operations at 2,708 flights from May 17 to October 24, 2026, down from the proposed 3,080 peak-day flights. The action responds to ORD's less than 60% on-time performance last summer and a projected 14.9% increase in peak-day operations over summer 2025. Operations will be allocated among airlines based on their approved summer 2025 schedules, with additional measures including increased air traffic controller staffing and optimized airspace routes.

The Illinois Commerce Commission filed a stipulated agreement on April 21, 2026, among Macon County Highway Department, Illinois Central Railroad Company, and the State of Illinois, Department of Transportation, to improve public safety at the Wyckles Road highway-rail grade crossing near Warrensburg, Macon County, Illinois. The crossing is designated as AAR/DOT #292834K, railroad milepost 70.60-B. The agreement is currently in initial status and pending completion.
