CPUC Caps Incarcerated Persons Calling Rates at $0.045/min

The California Public Utilities Commission established permanent rate caps for incarcerated persons calling services at $0.045 per minute for all call types (debit, prepaid, and collect). The decision prohibits single-call fees, paper bill fees, live agent fees, automated payment fees, and limits third-party transaction fees to $6.95 per transaction. All telephone companies providing intrastate calling services to California correctional facilities must comply and submit compliance filings to the CPUC.
