New License Exemption for Muralists, Know Your Rights Annual Notice Requirement
Summary
The California Contractors State License Board published its quarterly newsletter covering two regulatory developments effective January 1, 2026. First, SB 456 (Ashby) creates a contractor license exemption for muralists who create unique works of fine art, provided the mural is copyright or trademark protected and the artist has an agreement with an authorized approver. Second, the California Department of Industrial Relations is reminding employers of new Workplace Know Your Rights Act requirements mandating annual written notice to workers explaining their rights under California labor law.
Employers in California, including contractor businesses of all sizes, should verify they have implemented the new annual written notice requirement under the Workplace Know Your Rights Act by the January 1, 2026 effective date. The notice must explain worker rights under California labor law and include information on contacting the Labor Commissioner's Office, California Workplace Rights Hotline, and Cal/OSHA.
What changed
The newsletter announces two regulatory changes affecting California contractors and employers. For muralists, Senate Bill 456 creates a new license exemption effective January 1, 2026, for artists creating unique works of fine art painted or drawn by hand on building surfaces, provided the mural is protected by copyright, trademark, label, or patent and the artist has an agreement with an authorized person. Construction-related work such as painting wall signs, plastering, or scaffolding erection still requires a contractor license. For employers, the California Department of Industrial Relations is enforcing new annual written notice requirements under the Workplace Know Your Rights Act, effective January 1, requiring employers to provide all workers with information about their rights including protections against unfair immigration-related practices and prohibitions on employers refusing to accept identification documents or misusing E-Verify.
