• December 2025 board approved a B-2 certification• 79% of B-2 licensees would like a pathway to a B - General Building• March 2026 board approved drafting regulations for B-2 certification• Statutory rather than regulatory changes are now recommended• Proposed changes to 7057.5 Residential Remodeling Contractor Agenda Item D (cont.) Staff proposes adding a new section of law that would authorize a B-2 licensee to perform limited defined structural work if they meet the following qualifications:• Complete two years of licensure as a B-2• Take and pass an examination to obtain a certification• Certification examination covers limited outside-the-structure work including sheds, garages, carports, pergolas/gazebos, patio covers, greenhouses Specialty work for new construction will still need to be subcontracted to the appropriate specialty contractor Draft legislative language follows on the next slide Agenda Item D (cont.)…

7057.6. Residential Remodeling Contractor Structural Framing Certification

(a) Notwithstanding subdivision Section 7057.5, a residential remodeling contractor may contract for the construction of sheds, garages, carports, pergolas, gazebos, patio covers, greenhouses and other structures affixed or adjacent to the wood frame residential structure but excluding accessory dwelling units, provided the qualifier for the license takes and passes a structural framing certification examination to be developed by the board. (b) Two years of active licensure as a residential remodeling contractor shall qualify an applicant for the structural framing certification. Work performed while holding the structural framing certification may be considered experience toward a general building contractor classification. (c) A residential remodeling contractor shall subcontract to the appropriate specialty contractor any specialty trades required for the construction of the works described in this section to the appropriate specialty contractor .
