WV Board of Pharmacy CSMP Modernization to RxGov System
Summary
The West Virginia Board of Pharmacy is modernizing its Controlled Substances Monitoring Program (CSMP) by transitioning from the CSAPP platform to the RxGov system. This upgrade aims to improve performance, data quality, and reporting capabilities. Key transition dates are outlined, with a full cutover expected in early March 2026.
What changed
The West Virginia Board of Pharmacy is transitioning its Controlled Substances Monitoring Program (CSMP) from the legacy CSAPP platform to a new system called RxGov. This modernization effort, announced on February 24, 2026, is intended to enhance system performance, data quality, and reporting features for users. The transition involves a phased user migration beginning January 21, 2026, with all users expected to adopt RxGov by February 2, 2026. A final deadline for data submitters to transition to the new RxGov SFTP site is March 6, 2026.
Covered entities, including healthcare providers and drug manufacturers, must re-establish delegate relationships in RxGov as they will not carry over from CSAPP. Data submitters are required to update their SFTP client configurations to the new RxGov hostname and port, and will receive new credentials via a separate secure email. While the ASAP file format remains unchanged (version 4.2), users must be aware of the new SFTP details and access procedures. The notice provides updated guides for dispensers, prescribers, and data submitters, along with FAQs addressing potential integration impacts.
What to do next
- Update SFTP client configuration to RxGov hostname and port for data submitters.
- Re-establish delegate relationships in the new RxGov system.
- Begin using RxGov for all controlled substance monitoring activities by February 2, 2026.
