Abstract
Provided is a novel cosmetic base that achieves both a use sensation and a moisturizing effect. The cosmetic base contains or consists of a polymer having the structure represented by formula (1) wherein, in formula (1), R1 is a C1-4 alkyl group, R2 and R3 are each independently a hydrogen atom or C1-4 alkyl group, m and n are each independently 1 to 50, the number-average molecular weight of the polymer is not greater than 10,000, and the IOB value of the polymer is 0.4 to 1.8.
