The Secretary of State makes these Regulations in exercise of the powers conferred by section 5 of the Places of Worship Registration Act 1855(1), section 71A of the Marriage Act 1949(2), section 34 and 258(3) of the Civil Partnership Act 2004(3), and section 9(4)(f) and 18(4) of the Marriage (Same Sex Couples) Act 2013(4).
Citation, commencement, extent and interpretation
- —(1) These Regulations may be cited as the Registration of Births, Deaths, Marriages and Civil Partnerships (Fees) (Amendment and Transitional Provisions) Regulations 2026 and come into force on 6th April 2026.
(2) These Regulations extend to England and Wales.
(3) In these Regulations, the “ Fees Regulations ” means the Registration of Births, Deaths, Marriages and Civil Partnerships (Fees) Regulations 2016(5).
Amendment of the Fees Regulations
The Fees Regulations are amended in accordance with regulation 4 and 5.
In regulation 3A (transmission of part of fees to Registrar General), in paragraph (2)(c), for “£44.00”, substitute “£48.00”.
Amendment of Schedule 1 to the Fees Regulations
- The Schedule (Amendment of Schedule 1 to the Fees Regulations) has effect.
Transitional provision
- —(1) In this regulation—
“ applicable fee ” means the fee payable in respect of a relevant service;
“ relevant service ” means a service for which the fee that is payable is increased in accordance with regulation 5 and the Schedule.
(2) Where a person applies for, or requests, a relevant service before 6th April 2026, the applicable fee is that which was payable immediately before 6th April 2026.
(3) The amendment made by regulation 4 does not apply where the relevant fee paid was that within the meaning of regulation 3A specified immediately before 6th April 2026.

Explanatory Note
(This note is not part of the Regulations)
These Regulations amend the Registration of Births, Deaths, Marriages and Civil Partnerships (Fees) Regulations 2016 (“ the Fees Regulations ”), which set fees for applications and services in relation to the registration of births, deaths, marriages and civil partnerships in England and Wales. Regulations 4 and 5 increase the amounts of fees payable in order to move towards cost recovery in line with government policy in relation to public resources. Regulation 6 makes transitional provisions so that the fees in force immediately before 6th April 2026 continue to apply where an application or request for a service is made before that date, or where the service arises from action taken before that date. Where a fee has already been paid at the amount in force before 6th April 2026, the amended fee does not apply.
