On October 20, 2025, Trinity Couriers Inc. pled guilty to fraudulently obtaining workers’ compensation insurance coverage. The company agreed to pay $800,000 in restitution to their insurance carrier, Texas Mutual Insurance Company.

Fraud investigators with the Texas Department of Insurance, Division of Workers’ Compensation (DWC) confirmed that between 2016 and 2018, Trinity Couriers Inc. perpetrated an ongoing scheme to underreport workforce payroll to Texas Mutual for workers’ compensation coverage.

Trinity Couriers Inc. is one of several delivery services that share common control and ownership under Mike Miller of Miller Transportation Management, which required disclosure to their insurance company. Failing to disclose the existence of the other businesses and payroll defrauded Texas Mutual out of accurate premiums for their coverage.

Jessica Bergeman, DWC’s prosecutor embedded in the Travis County District Attorney’s Office, obtained the conviction. “Requiring system participants to act with honesty and integrity in their business dealings ensures the ongoing viability of the Texas workers’ compensation system to protect injured workers,” Bergeman said.
