National Mediation Board Final Rule on Employee Ethical Conduct
Summary
The National Mediation Board (NMB) has issued a final rule supplementing executive branch-wide Standards of Ethical Conduct. This rule requires NMB employees to obtain approval before engaging in outside employment. The rule is effective May 29, 2019.
What changed
The National Mediation Board (NMB), with the concurrence of the U.S. Office of Government Ethics (OGE), has issued a final rule that supplements the executive branch-wide Standards of Ethical Conduct. This supplemental regulation specifically requires NMB employees to obtain approval from the Board before engaging in any outside employment. The NMB previously published an interim final rule on November 1, 2018, and received no public comments during the designated comment period.
This final rule is effective May 29, 2019. Regulated entities, specifically employees of the National Mediation Board, must now adhere to the requirement of obtaining prior approval for any outside employment. While this rule does not impose significant impacts on small businesses or the environment, and does not contain information collection requirements, NMB employees need to be aware of and comply with this new approval process to maintain ethical conduct standards.
