Summary

The Wisconsin Office of the Commissioner of Insurance (OCI) has published its administrative actions for February 2025. These actions include license revocations, denials, and surrenders against insurance agents for violations of state statutes and regulations, such as failing to disclose criminal convictions and owing delinquent taxes.

What changed

The Wisconsin Office of the Commissioner of Insurance (OCI) has released its February 2025 administrative actions, detailing enforcement measures against individuals and companies violating state insurance laws. Specific actions include the revocation of Todd M. Adams' license for failing to disclose a criminal conviction and report administrative actions, the denial of Donna S. Gage's license application due to undisclosed actions in other states, and Donald Haworth's agreement to surrender his license and pay a $10,000 forfeiture for affecting personal transactions with a consumer and making unsuitable recommendations.

These actions highlight the OCI's commitment to enforcing insurance statutes and protecting Wisconsin consumers. Regulated entities and applicants must ensure full disclosure of all relevant information, including criminal convictions, prior administrative actions, and tax delinquencies. Failure to comply can result in license denial, revocation, surrender, and financial penalties. Individuals involved in these actions may face significant consequences, including the inability to obtain or maintain an insurance license in Wisconsin.

What to do next

  1. Review OCI administrative actions for February 2025.
  2. Ensure all disclosures regarding criminal convictions, prior administrative actions, and tax status are accurate and complete for license applications and renewals.
  3. Verify compliance with suitability requirements for insurance and annuity policy recommendations.

Penalties

License revocation, license denial, license surrender, forfeiture of $10,000 upon application for reinstatement.

Madison, Wis. — The Office of the Commissioner of Insurance (OCI) is responsible for administering and enforcing the insurance laws of Wisconsin. This includes monitoring the financial and marketing practices of individuals and companies. Each month, OCI publishes the administrative actions it has taken against these entities. The actions are issued by OCI when licensing applicants, or licensed individuals or companies have violated Wisconsin insurance statutes or regulations. In some cases, the individual or company denied the stated allegations but consented to the action taken. OCI strives to ensure fair and honest business practices to protect Wisconsin insurance consumers through this type of transparency. Copies of the administrative orders may be viewed online at ociaccess.oci.wi.gov/OrderInfo/OrdInfo.oci.

Any forfeitures paid are deposited in Wisconsin's Common School Fund administered by the Board of Commissioners of Public Lands. Earnings from the Fund are distributed to all public K-12 schools in the state and are used by school libraries to purchase materials such as books, newspapers, and computers.

If you have a question or complaint regarding an insurance company or agent you can use the online complaint form on our website, oci.wi.gov, or contact OCI at 1-800-236-8517.
