New Hampshire Insurance Department Issues Bulletin for 2027 Plan Year Issuer Guidance
CONCORD, NH (April 7, 2026) – The New Hampshire Insurance Department (NHID) has issued a Bulletin, Docket #INS 26-019-AB, providing guidance to licensed health and dental insurers for Plan Year 2027. The bulletin applies to medical and dental issuers submitting plan applications to the NHID, including plans seeking certification as Qualified Health Plans both on and off the federal exchange, as well as non-QHP plans.
“The issuance of this bulletin reflects the New Hampshire Insurance Department’s continued commitment to maintaining a stable, predictable, and compliant health insurance market for Granite Staters,” said Insurance Commissioner DJ Bettencourt. “By providing timely guidance to issuers and emphasizing key filing requirements, the Department is helping support a competitive marketplace and protect consumers’ access to quality coverage.”
The bulletin outlines procedures, deadlines, and select regulatory requirements for issuers preparing submissions for Plan Year 2027. Issuers planning to introduce a new product or network, discontinue an existing plan, or submit a non-network plan for Qualified Health Plan certification are strongly encouraged to contact the NHID as soon as possible, but no later than the initial filing deadline of May 1st, 2026.
As in previous years, the bulletin requires all medical and dental issuers to complete and submit the NHID Network Adequacy template through SERFF for Plan Year 2027. It also outlines the requirement that all health plan issuers, including non-QHP issuers, complete and submit the NHID Mental Health Parity Quantitative Treatment Limits Reporting Tool for Plan Year 2027 applications. The bulletin further addresses form and rate filing deadlines, requirements related to cost-sharing, and guidance concerning treatment at in-network facilities, emergency services, and ground ambulance balance billing protections.
To review network adequacy requirements, the NHID will host a webinar on the NHID Network Adequacy Review Process and Tool on Thursday, April 9th, 2026, at 1:00 p.m. Attendees may register at https://bit.ly/48tGK6Y.
“These updates are intended to provide clarity for carriers while reinforcing important consumer protections throughout the filing and review process,” said Deputy Insurance Commissioner Keith Nyhan. “The NHID remains committed to a transparent review process that supports fair access to coverage and safeguards Granite Staters.”
