Illinois DOI CSR Load Data Call for 2027 Benefit Year
Summary
The Illinois Department of Insurance has issued a data call requesting enrollment and 2025 experience data for individual ACA Silver plans with CSR loads. Insurance companies writing this coverage must submit the requested data by April 6, 2026, to assist the Department in developing the Cost-Sharing Reduction (CSR) load for benefit year 2027.
What changed
The Illinois Department of Insurance, through Company Bulletin 2026-4, is requesting specific data from all insurance companies writing individual comprehensive major medical insurance in Illinois. This data call, managed with assistance from Risk and Regulatory Consulting, LLC, requires companies to populate two specific data requests: enrollment numbers for silver plans with a CSR load (on-exchange vs. off-exchange) for plan year 2025, and 2025 experience data for individual ACA Silver plans offered through the Exchange, using claims paid through February 28, 2026.
Insurance companies must submit this data by April 6, 2026, using either RRC's secure file exchange platform or their own secure platform. Failure to comply may impact the development of the Cost-Sharing Reduction (CSR) load for benefit year 2027, which could have implications for plan pricing and regulatory compliance. While the data itself will be kept confidential, aggregated information may be made publicly available as part of the Department's analysis.
What to do next
- Populate [Req 1- Enrollment] tab with member breakout for silver plans with CSR load for plan year 2025.
- Populate [Req 2 – 2025] tab with 2025 experience data for Individual ACA Silver plans using claims paid through February 28, 2026.
- Submit completed files securely by April 6, 2026.
